1. Scope & Location of Engagement

• The engagement is purely on a contract basis and does not confer any right to regular appointment in the Department.
• Initial Period: One (1) year or coterminus with the scheme whichever is earlier. The period of engagement may be extended or curtailed based on departmental requirements and performance.
• Maximum Age Limit: The contract cannot extend beyond 5 years after superannuation.
• Job Location: Delhi, Pune or anywhere in India.

2. Eligibility Criteria

• Age Limit: Must not have attained the age of 63 years on the closing date of application.
• Health Status: Must be in good health to discharge official duties effectively.
• Experience: Minimum of 2 years of relevant work experience matching the applied job profile in equivalent or higher Pay Levels.
• Skills Required: Fair working knowledge of computer applications (MS Word, MS Excel, PowerPoint), good communication/interpersonal skills, and strong proficiency in noting, drafting, and office procedures.
• Disciplinary Record: No disciplinary or criminal proceedings should be pending against the applicant.

3. Remuneration & Benefits

• Monthly Remuneration: In case of Retired Central Government servants who are drawing pension ( as per CCS Pension Rules), a fixed monthly amount shall be admissible, arrived at by deducting the basic pension from the pay drawn at the time of retirement. In case of confusion, example given under para-6 of DoE OM No. 3-/25/2020-E.IIIA dated 09.12.2020 may be referred. The amount of remuneration so fixed shall remain unchanged for the term of contract. There will be no increment, percentage increase or Dearness Allowance during the contract period.
• Transport Allowance: An appropriate and fixed amount as Transport Allowance for the purpose of commuting between the residence and the place of work shall be allowed not exceeding the rate applicable to the appointee at the time of retirement. The amount so fixed shall remain unchanged during the term of appointment. However, retired employee engaged as consultants may be allowed TA/DA on official tour, if any, as per their entitlement at the time of retirement.
• No HRA or any other allowance shall be admissible during the period of contract.
• Pension Continuity: The retired government servant shall continue to draw pension and Dearness Relief (DR) during the contract. This is not treated as a case of regular re-employment.
• Taxation: Income Tax or any other statutory taxes will be deducted at source (TDS) as per rules.
• Leave Entitlement: Paid leave of absence is permitted at 1.5 days for each completed month of service. Leave cannot accumulate beyond a single calendar year.

4. Working Hours & Code of Conduct

• Consultants will observe normal office timings. However, in cases of emergency or work exigencies, they may be required to attend the office on Saturdays, Sundays, or public holidays.
• Confidentiality & IPR: Intellectual Property Rights (IPR) for all data collected or deliverables produced belong solely to the Department. Sharing data with third parties without written consent is strictly prohibited.
• Non-Disclosure & Conflict: Selected applicants must sign a Non-Disclosure Undertaking (Annexure-III) and must not give advice/opinions adverse to the interests of the Department.

5. Required Checklist for Submission

Ensure you have scanned copies of the following documents ready to upload:

• Copy of Pension Payment Order (PPO) (PDF upto 5 MB)
• Supporting Document for special achievements, if any.(PDF upto 2 MB)
• Any other supplemental attachment.(PDF upto 2 MB)
• Annual Performance Appraisal Reports (APARs) for the last three (3) years preceding retirement.(PDF upto 5 MB)

6. Termination of Agreement

The department may terminate the contract to which these terms apply, if:

a) The consultant is unable to address the assigned work.
b) Quality of the assigned work is not to the satisfaction of the Controlling Officer/Competent Authority in the Department.
c) The consultant is found lacking in honesty and integrity.
d) The Competent Authority in the Department may also terminate the contract at any time without assigning any reason and without prior notice.

7. Submission Deadlines

The deadline for receipt of the application is 20 days from the date of circular issuance/uploading on the IMD website (excluding the upload date). Incomplete or delayed entries will not be considered.
